IPOA Pre-Budget Submission 2027: Supporting A Sustainable Rental Market

The Irish Property Owners’ Association has published its Pre-Budget Submission 2027, setting out a series of measures which we believe are necessary to help stabilise Ireland’s private rental sector and protect the supply of rental accommodation.

  • 🔧 Improving landlords’ ability to reinvest in their properties by reducing the capital allowance write-off period and broadening qualifying expenditure. IPOA Pre-Budget Submission 2027…
  • 💶 Strengthening Residential Premises Rental Income Relief, including extending it to 2032, increasing the annual relief and removing clawback provisions where the property continues to be rented. IPOA Pre-Budget Submission 2027…

The submission argues that these measures should be viewed as targeted interventions to protect rental supply, rather than simply as tax concessions. IPOA’s position is that maintaining a viable private landlord base is important not only for property owners, but also for tenants, affordability and the wider housing system.
